Run both on top of Windows and use Alt-Tab.
Or look into DOSSHELL. It was a little-used program in DOS, but allows
for toggling between multiple programs. Inactive programs don't
continue to operate in the background, but it might work for you. Not
sure if it's included with Windows DOS, but it might run on it.
