Another easy way to set Windows 98 to boot to the DOS prompt is to
install the Tweakui Tool. This comes on the Windows 98 CD-ROM (and used
to be available on the Microsoft web site although I can't find it
tonite). Once installed, access Tweakui via the Control Panel. Select
the "Boot" tab and uncheck "Start GUI Automatically". The next time you
boot, you stop at the DOS prompt. Tweakui allows you to control some
other interesting aspects of WIN 98 as well.
