John is absolutely right...an S-meter measures AGC voltage, which
only roughly corresponds to signal strength. Typical receivers are
very "fast" at the low end; S1 to S6 may only be 10 dB.
I'm waiting for one of the manufacturers to take advantage of new
components which make it easy to have an S-meter that is well-
calibrated.
