[SECC] SECC reflector administrator

W4OC got his name into Bill first to administer the SECC reflector. 
NJ8J and AA4NN also volunteered.  Don is the man for the present.  Don,
if you need help or a replacement, keep NJ8J and AA4NN in mind.
