Just to clarify a few facts:
3.590 is the RTTY DX calling Freq. It is not really a window per se, but a
place to work DX during non-contest periods. During a contest it doesn't
matter because there are so many stations on.
3.600-3.700 is Extra class ops only but there is no digital allowed above 3.600
for any US station, no matter what class license.
Bottom line is all US stations must operate below 3.600Mhz for any digital
mode.
