A look at the German language rules shows: --
"QSO EU-Stationen mit DL = +3 Punkte
QSO Stationen au?erhalb EU mit DL = +5 Punkte"
So, it's 3 points for European stations working a DL, and 5 points for
stations outside Europe working a DL.
