[RTTY] ARRL RTTY Changes....

I realized that there was one additional change in the ARRL RTTY Roundup that I 
neglected to mention.

This is directly from a report to the CAC on the MSC actions:

"Off times for ARRL contests with off times was standardized to 30 minutes (HF 
Sweepstakes, 10m Contest, RTTY Roundup).  

As mentioned earlier today, we did talk about SO2R and a couple of other 
specific issues that came up in the last few months.  The MSC didn't think 
there was enough interest to pursue working on any of them at this point."
