Following information was received from Dan Henderson, N1ND, ARRL
Contest Branch Manager concerning proper scoring and exchange protocol
for RTTY Round-Up. As a result of this information programs such as
writelog and others require DC be properly entered in the namedmul.ini
or appropriate configuration file in order for the program to accept DC
as a valid multiplier. I added entries in the following portion of
writelogs namedmul.ini which will then allow DC to be entered as a known
multiplier for the contest. The second entry addition will allow
acceptance of MDC should a station have that as the sent exchange.

If it will help I have also extensively changed the following related to
Canadian Provinces and the appropriate portion of writelog namedmul.ini
file for the RTTY Round-Up is as follows. This takes into account the
new province/territory assignments. I have tested the following
extensively and find with these entries Writelog scores correctly. If
you do not expect to test your logging and scoring with these entries by
all means do not attempt to use them.
I would appreciate any and all comments related to these changes.
