Many years ago when I was experiencing Power Line RFI, one of the local power
company technicians explained that the power pole cross arm bolt, washer, and
nut would loosen as the pole dried out, and the washer would spin while in the
7 kV field creating noise. The cross arm
brace bolt, washer, and nut assembly would also create noise after the wooden
cross arm dried out...
Any hardware on the power pole should be suspect, and tightened during dry
periods...

Mike Gruber and many others have done a terrific job keeping this IEEE standard
