Fire alarm panels are required to have battery backup that keeps them running normally for 24 hours. So the noise must be coming from the AC power supply itself. The entity to notify would be the fire alarm monitoring service, if any. They would receive a "trouble" signal when the AC power is turned off. Circuit breakers feeding fire alarm control panels are normally required to have their handles painted red, but it is rarely done. The CB handle lock is optional but used quite often.
