If you suspect a near-by  light is being used for some kind of "illegal" 
growing operation, you might be able to use that as leverage, to your 
advantage. If the people with the lights are less than totally cooperative, 
tell them, or better still demonstrate with a portable radio, that the thing is 
radiating all over the neighbourhood and could well attract unwanted attention 
unless they clean it up immediately. You could offer them advice on how to do 
it or tell them where they could go to find out the information for themselves. 
Be friendly and let them know you don't care what they might be growing in the 
privacy of their own home, and that you aren't interested in reporting this to 
anyone further, on the condition that the interference goes away. 

Maybe the story would spread by word of mouth amongst their  friends and 
associates, perhaps even over internet, and this would help alleviate this 
problem elsewhere as well.
