[na-user] Callsign database checking

Also loaded Master.DTA in folder with NA.exe, typed CALLDATABASE as well as 
AUTOCHECK.  when I hit F8 for partial check I do not get any calls in Partial 
Check window nor does it do an Automatic Partial check as described in secton 
6.  Any suggestions?
