This is related to a long-standing initialization problem that was fixed in 
CT 9.51.  It would be helpful if people would read the release notes and 
the reflector archives first:

* fixed bad section window in SS and other contests.
   This is a very old initialization bug that might have
   happened on earlier versions. (tnx K2QMF)
