In fact, you did start a debate...
1. Nobody (OK, most of people) sends leading zeroes as full "zeroes", but a
short T, instead. In your example, 017 would sound like T17. There is a
significant difference between T and 1 and, messing them up would require a
great deal of effort.
2. If a serial number starts with T, it conveys you a message that you are
about to receive a 3 digit serial number. It is a sort of check sum, if you
wish. If you have only received 2 digits, NR AGN? is your next step.
3. Finally, try comparing 2 messages:
- 5NN 1 1 1 (how do you know, is it 1 or 111?)
- 5NN TT1 TT1 TT1 (any doubt that it is the No.1?)

Not to start a debate but for those that don't want to send leading zeroes
in their QSO number in the upcoming WPX Contest figure now how to turn
"leading zeroes" off. Personally I dislike leading zeroes. It sometimes
results in errors on my part. For example if someone sends "017" and there
is some QRN/QRM I question was it really "117". Also it takes more time to
add the "00"'s to every number sent. Some argue that they like leading
zeroes as placeholders but with many stations in the 1000's I don't think I
have ever heard "0009" sent. JMTC
