K8MR made an interesting proposal for prevention of spectrum waste using internet CQ frequency assignments. I learnt at early BBS discussions that radio spectrum is NOT preserved for the future by NOT being used! There are very few random CQ on ham bands as it might be seen on ITU HF occupancy statistics.
