1) Maybe and 2) technically, no, but, sort of...
Cabrillo is not what takes care of it. In fact,
Cabrillo lists no multipliers (unless it was part of
the exchange).
What does take care of it is the fact that the contest
scoring/log checking uses a master country list that
gives everyone credit for all the correct mults they
worked. It is this process that makes Cabrillo's lack
of a multiplier field possible.
No need to fret over whether you'll miss out on
getting credit for Shetlands, or that your chief
competition will get erroneous credit for working
Guantanamo when he really worked Florida.
