[CQ-Contest] Practice Mini Sprint

There will be a mini sprint for 15 minutes on Thursday evening (local),
Friday morning (utc) at 0230z.  Follow normal sprint rules, except you can
work the same station after each of you have made 3 other q's, frequency is
+/- 3530.
