With the antenna almost making direct contact as most people use them
it doesn't have to. Using the inverse square law, making direct
contact on 2-meters is probably more RF exposure than 300 watts into a
rather inefficient antenna at several feet on 20. Also 2-meters is far
more effective at heating tissue than is 20 meters.
