Well gosh,17 meters isn't topband, but what the heck... Given the very low height figures you quote I would install it as a yagi arrangement, but hang it with the elements vertical instead of horizon

I do not see where adding qrm to an already noisy band is helpful... Between the broadcast harmonics, the net beacons in the pacific, the pirate stations, Loran, and qrn this band is already bedlam..
