I would use a small, soft hammer to crush any thicker places. Not trying to knock it off, just crush it in place. Using the minimum of force needed. It may take a while if there is a thicker amount.

I never said to soak it. Try it on a hot dipped galvanized bolt and see how long it takes to etch the zinc. It will react instantly to the alkaline Portland cement in the concrete. Pour some muriatic
