Use doby blocks. You do not want to use regular bricks. They will absorb moisture, again causing the rebar to rust. I did that on one of my first tower installations, and the inspector would not pass

I like to use the doby blocks that come with a hole half way through. This allows the rebar to set inside and I find it works better than the ones with the tie wire attached. If you can't find them,

Another way to add 160 to the Hytower is use one of the mobile antenna coils from Hi-Q or similar. You then have a remotely tunable antenna for 160 and 80, with out having to change taps. Skip, KJ6Y
