Since SOTA is principally hiking up mountain summits to operate, it would seem that an Eagle would be a poor choice, no? I wouldn't want to carry anything heavier than a KX3. I've done 198 summit act

I would use the 14.8V pack. Depending on the TX power you are going to run, get one (or two) diodes capable of carrying the current you need, and put it (them) in series with the supply line to drop
