Damn, that's odd. With the tests you did it sure points to a fault in the pa. I'd put a scope on the +13 vcc line and see if rf is getting on that line. Check grounds!! It's possible that one of the

There is a CW wave shape adjustment on the bottom side. That might be adjusted incorrectly. It really takes a scope to do this but it seems you have the knowledge and equipment to do so. As to the RF
