John, I used to own a Scout and never had any problems with audio gain or SWR, but is your Buddipole less than 2:1 SWR with no tuner? I'm assuming your other rigs must have have auto-tuners that can

One thing to check, As I had a 555 that did this a while ago. is the contacts on the 20M module. make sure they are clean. and well seated in the rig. you can clean them with a little alcohol use the
