In my copy of Part 97 (which includes all changes up to 2003), there is no mention of the need to use "DE." You are only required to identify your transmission. Punkt. Moreover, Part 97 applies only

I agree in general, but it can be very confusing in the RTTY Roundup (and other contests where state info is sent). For the same reason, you don't want the exchange to include common words such as OR
