I should answer this as Ive started this mess. The reason that I asked about rst requirements by arrl is that some folks work contests in order to work new countries/states etc for awards by arrl and

Because someone suggested that the reason RST is in many contest exchanges might be because was reuired for a valid DXCC contact. It isn't as shown above (and again by me just now because I'm behind
