I've been reading the FCC's mind-numbing Report and Order regarding the new rules for 60 meters which go into effect March 5. There is quite a bit in there about digital modes, mostly PSK and Pactor.

Not redefining -- the FCC had always defined all digital modes to be a "radioteletype" emission mode. It is just lawyer-talk. As far as the FCC is concerned, radioteletype is not restricted to binary
