It's real regulation. The RTTY and Data allocation changed on Dec 15, 2006 when the voice allocations were expanded. For USA stations, RTTY IS NOT PERMITTED ABOVE 3.6 MHz. See the FCC regulations 97.

fldigi is programmed for correct AFSK mark and space tones assuming the radio is in USB mode (DM780 works the same way). So if you have the radio in LSB, you must use reverse tones. This is opposite
