Sounds like sour grapes to me. Did you even attempt to contact K3EST like the A61 group did? I believe that you can get separate callsigns in D44 or sign /D44? Apparently this is not possible in A61.

Hi Mike! We NEVER contacted Bob K3EST to ask something OUTSIDE of the rules! I really didn't know that it's possible to have some PERSONAL RULES. Right now in Cape Verde there are the same conditions
