So, for the guys (& gals) in the QP state, are they trying to work every other county in the country? That's a whole lot of multipliers...and on every band? Or is it still just scored by the state?

An easier solution would be to have all in-state send CTY+ST, and all out-of-state send ST. Most QP's are like this already. There are a few that still send serial or what have you, but I would guess
