That is a good question - I also had some calls where I wondered why they send their call twice. It could be so for 2BSIQ bot for SO2R I do not know. Lets get some stories from those SO2R stations. -

The rules is for everybody so the other guy could also blame you for not receiving correct. And he could blame you for not sending correct. If there is no log then you get zero points/mults for the Q

IMHO... Why do you contact the station when you know it is violating the rules ? Who has the biggest fault ? Just a simple question And happily we have the Contest Committee who fully know their job

What I mean with my question was why anybody brings the matter up as a problem. I do not see a problem in it because I am sure the CC will handle the issue correctly as they have done for years now.
