[WriteLog] Telnet in 9.23??

OK, I bite.  I _never_ have been able to get WL 9.23 to work with telnet.
Every IP address I put in the box says "connection failed" upon checking OK
box.  Gotta be something dumb I'm doing wrong....  FWIW I have telnet
working FB with various other software (same IP's as above).  I haven't
found an answer in the archives, although I did find the same question a
couple of times.
