I just tried this and can confirm the behaviour here as well (10.36):
Start a new CQWWCW log with no bandmap open and no rig control. Goto
Window->Band Map Window. Band map opens. Close it and try to reopen.
Nothing happens.
BUT: In that state goto Setup->Ports, attach a rig (here IC761) and
set it up in the dialog. Close the dialog and goto Window->Band Map
Window. Here it comes up! Multiple times as well.
So it is no problem with a rig attached.
