[WriteLog] Offtime calculation wrong?

Hello,

is this a bug? I starting the contest at 0100 UTC, so that means 
a 1 hour offtime at the beginn. Also ending one hour before 2400 UTC,
so also 1 hour offtime at the end.
But this time frames are not marked in the log as offtime, also the
calculation on the rate window dont show this.
