WriteLog ADIF fix for IARU problem

We have put the fix on the web page for an ADIF problem we found. Its at:

        http://www.contesting.com/writelog/Downloads/Wl909b_fix.zip

Instructions:
1. make sure you are not running WL
2. unzip the downloaded file into your \ham\programs folder
3. It will overwrite the file writel32.exe

Now ADIF export for the IARU will work.

This fix is an interim one that will be packaged into 9.10 later on.
