[WriteLog] Sending Spot DX-Telnex

When sending a spot from WL thru DX-Telnet, the spot never makes it
through the process. I see the following message on the DX-Telent
screen:

<dxs> DX Summit IRC command interpreter
<dxs> cp: cannot create regular file `/home/dxs/bin/bua.spotout':
Permission denied
<dxs> DX-spot submission received

I get the same response when extering directly into DX-Telnet.

Any suggestions ?
