I didn't have any problems on my Windows 8.1 machine this evening.
I tried again on the XP machine and found that when asked which user account I
wanted to use to run the program, I selected the
default "Current users" and then unchecked "Protect my computer and data from
unauthorized program activity". This allowed the
download to proceed and I was able to convert CTY.

get a WriteLog error right away "Failed to download
wl_cty.dat". This happens on both computers.
I can download the file directly from http://www.country-files/cty/wl_cty.dat,
but it does not work from "Convert CTY to WriteLog"
utility.
