[WriteLog] Network Problems with WAE CW

I confirm that networking is broken in 10.34 for the WAE contest (and any
other contest that has a column set to the maximum width of 28 characters,
but I doubt there are any).

To install:
With WL not running, unzip the above into WriteLog's \programs folder. It
will replease wlogne32.dll
