Nothing is more fun that working a VE rover across Lake Ontario in one grid
and then again the next day in two other grids. Take this away and the
enthusiasm level will plummet!

Well said.   Fun.

On one end of the rover-to-rover spectrum we have (one ?) highly
coordinated rover pack(s) who work each other for nearly 100% of all their
contacts.  On the other end of the rover-to-rover spectrum we have more
remote areas of our country, or areas without active clubs, where rovers
are rare and/or not coordinated and hence rover-to-rover contacts are rare.
Many of us are somewhere in-between where we do have chance encounters with
fellow rovers.  As a rover myself, I agree that working other rovers on
chance encounters and at distance is an absolute hoot.  Where I operate we
do improve our probability of chance by letting everyone know our rover
schedule and a primary rover freq (ex: 144.245 MHz), but during the battle
of contesting, its still a chance encounter.  I don't think we would want
to throw the baby out with the bath water and say that rovers cannot
contact other rovers - that would not be good for VHF contesting.
