At first glance I'm thinking such a rule change would create more incentive to 
run higher power levels and / or bigger antennas (so one could complete as many 
SSB QSO's as possible over a given path) ?

At least in Canada I suspect some stations would likely run CW, SSB and Digi 
modes on the same nominal frequency (basically run the modes with each 
station..)  I'm doubtful I would want to qsy from my run frequency to work a 
station on a digi mode and we already run SSB and CW on the same frequencies 
here in VE7 land (which occasionally causes some confusion when some radios / 
operators send CW on the exact SSB dial frequency, which is hard to hear on a 
SSB radio.)
