Hi Dave,
In the Chicago and Milwaukee areas 222 MHz contest contacts are routinely made
on FM along with SSB and CW. I bring along both weak signal and FM equipment
during all of my roving activities. Some stations are aware that I monitor
223.5 FM during the whole contest so that if they can't find me anywhere else,
they can get my attention on FM. There is much more action on SSB/CW for sure
but before I had a transverter for 222 I did okay with FM only. Farther away
from the big cities, it may be a whole different situation. Many FM rigs are
reasonably priced and I find that it is better to have only FM than not to have
222 at all.
