You're not wrong; you're reading the rules correctly.
The power restrictions are to protect the Pave Paws radar at Otis; 70
cm is a shared band, the amateur service is secondary to federal
radiolocation.
This was originally a restriction over a 50 mile radius when first
imposed in the late 1970s or early 1980s; soon thereafter it was
increased to the current 100 mile radius.
