The article states that grid-circling "remains a controversial practice."
That is far cry from the celebration of which you speak.

The ARRL contesting authorities (and many others in VHF contesting) have, 
in just the past year, identified grid-circling and captive rovers as two 
"highly undesirable practices" that "no rover station should engage in."

That the ARRL has not yet accomplished the goal of eliminating the cancer
of grid circling and captive rovers through modification of the rules is not 
evidence that the ARRL (or VHF contesters in general) are supportive of grid 
circling or captive rovers.
