John,
I am "assuming" that you have documented all that you have
done. If so, contact the ARRL with all your documentation.
(You are and ARRL member aren't you). One of the services the
ARRL provides. THey will help you get it resolved with the
help of the FCC if necessary. Riley has really ben getting
with the program and power companies!!!
