The part/parts you describe may be what is in reality known as a 'sheave' or
a sheave assembly of sorts.
Tell your friend to check the yellow pages for local "Bearings and Drives'
places.
They are usually located in places zoned for industrial etc.
While he is there, tell him to pick up some of the 'free' catalogues and
brochures...they are interesting to look at.
