After seeing all the replys I guess I should put my 2 1/2 cents in.
On the US Tower bases, the easiest thing to do is go to a supplier who will
cut and bend the rebar to the size you need.  The place I get mine from does
this at no additional charge.  They also have 3" cubes of cinder blocks to
keep the rebar off the bottom of the hole.  They have them with a dowel hole
in them to keep them from moving.  
As for the the concrete,  I almost always use a concrete pumper to get the mud
into the hole.  It's fast, cleaner, and your back isn't sore from moving or
mixing the stuff yourself.
Besides, most concrete companies allow a certain amount of time per yard to
empty the truck. After that it's $1.00 or more per minute waiting time.  If
your trying to do this with a wheel barrel, your waiting time will probably be
as much as the pumper.  I have used pumps to get the concrete up and down
hills and over 400 ft from the street to the tower, and with the bigger
hydraulic pumps thewy can go even further.
