Somehow we got into on or in ground radials.  Not helping the original question.

It will work.  The question is will it work well.  Probably not.  But
it seems like you don't have any other options.   So try it and see
what happens.  I would try to space the different radial lengths as
much as possible.  Vertical spacing if necessary.  Bends in the
radials aren't good but what else can you do.  What would be cool
would be if you could try temporary elevated radials, 3 or 4 extending
out from the base of the antenna and spaced equidistant in the
horizontal, and take field strength measurements in a few directions,
then repeat this with the intended wife or neighbor friendly radial
installation and see if there's much difference in field strength.
That would give you an idea of how much performance compromise you are
dealing with.  You might be pleasantly surprised and relieved, who
knows.

Have to issue a correction here.  The ground system is part of the
antenna.  It has to be connected to the unbalanced feedline at the
feed point in order for return current to travel on the inside shield
of the line.  If you have a matching network at the feed point the
ground system is connected to its ground.
