My suggestion: remove the tower from the base, grind, cut, whatever, to remove
any remnants from the concrete.
Get new tower, get someone to come and drill and fit the tower holdown bolts.
There are businesses that can do this for you, the holes they will drill will
be larger than you think are needed, but they will probably use * real*
industrial strength expoxy old the new tower bolts in place.
