Something I've always wondered, what is the "rule of thumb" for calculating such a choke to put an antenna at DC potential?

I'm thinking calculate L/C, and find the frequency, and avoid certain ones relevant to the antenna/transmitter, but does one also have to take into consideration the entire L/C of the feedline, which would be parallel, as well as the antenna elements?

I've looked on and off over the years for a tutorial, but not had any luck, can anyone suggest a route of study for me?
