I agree with the comments indicating that there are extra undesireable
loads being generated by the washers.
Have you tried rotating the tower sections about their axis to minimise or
cancel any length variations The bend in the tower may be as a result of a
number of sections all having their short side in the same plane. Alternate
these short sides and the tower will straighten up.
If you need to use a tapered shim, ensure its load bearing region is
directly under the corners of the tower section and the bolts, as the
region between the bolts is only there to keep the bolt holes in position.
